GUIDELINES, REQUIREMENTS & PROCEDURE DETAILS NOTICE
Candidates who want to register their names in Employment Exchanges online mode must apply through the official web portal of the Department of Skill, Employment and Entrepreneurship, Assam. There are two modes of Online Employment Exchange Registration – AADHAAR-based Verification and Non-AADHAAR-based Verification.
There are two ways how citizens may apply for registration in Employment Exchange:
1) Aadhaar-based: This is the preferred option. Citizens who possess an Aadhaar belonging to Assam may apply for registration in Employment Exchanges.
2) Non-Aadhaar Based: This is only applicable to those candidates whose Aadhaar is blocked due to NRC-related issues. They are advised to approach their nearest Employment Exchange.
Below are the guidelines laid by the department for Aadhaar-and Non-Aadhaar based registration in Employment Exchange:
For Aadhaar Based Employment Exchange Registration:
- All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in Employment Exchanges of the State of Assam.
- Any applicant below the age of 18 must submit an undertaking for parents/legal guardian’s consent regarding registration with the Employment Exchange of Assam and sharing/processing of personal data.
- The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
- Applicants who are already employed and seeking better employment have to be registered only after the production of a “No Objection Certificate” issued by the employer. It is applicable only for permanent and temporary central/state govt. employees.
- All text boxes with an asterisk (*) symbol are mandatory to be filled up.
- After successfully applying Online Employment Exchange Card (X 10) will be issued to his/her registered Email.
- Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card.
- Failure to renew the registration even after the lapse of the grace period (3 months), will lead to cancellation of registration and subsequent removal from the Live Register maintained in the Employment Exchange.
- No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.
For Non-Aadhaar based Employment Exchange Registration:
- All citizens of India above the age of 14 years who are permanent residents of Assam,(as per Office memorandum no .E/P-344/41472 Dtd 05-07-1971) are eligible to Register their names in Employment Exchanges of the State of Assam.
- Any applicant below the age of 18 must submit an undertaking for parents/legal guardian’s consent regarding registration with Employment Exchange of Assam and sharing/processing of personal data thereof.
- The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
- Applicants who are already employed and seeking better employment have to be registered only after the production of a “No Objection Certificate” issued by the employer. It is applicable only for permanent and temporary central/state govt. employees.
- Once a candidate has registered online and completed the requisite information in the form, he/she will be issued an acknowledgment receipt informing about the stipulated date and time for physical verification of all original documents.
- The candidate is required to visit the concerned Employment Exchange in person for verification of all original documents on the stipulated date and time.
- All text box with asterisk(*) symbol is mandatory to be filled up.
- If documents and certificates are found in order, an Employment Exchange Card (X-10) will be issued after physical verification. The applicant will receive an Employment Exchange Card through his/her Email.
- Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card by either personally visiting the concerned Employment Exchange or online. A grace period of three (3) months is provided to the registrants.
- Failure to renew the registration even after the lapse of the grace period, will lead to cancellation of registration and subsequent removal from the Live Register maintained in the Employment Exchange.
- No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.
Required Documents For Registration
Mobile Number: Candidates will need a valid and active mobile number to complete the registration process.
Educational Documents: Candidates have to produce a single PDF of all their pass certificates and mark sheets. Note that all copies of documents must be scanned and readable otherwise your application may be rejected.
Age Proof: Candidates have to submit any one of the following documents as their age proof.
- Birth Certificate,
- HSLC Admit Card or
- School Certificate.
Proof of Residency: Candidates have to submit any one of the following documents as proof of their residence.
- AADHAAR Card. Or
- Driving License (Self or Parents) or
- Copy of Chitha/Jamabandi (Self or Parents) or
- Copy of Passport (Self or Parents) or
- Certified Copy of Electoral Roll/EPIC (Self or Parents).
Caste Certificate: Candidates have to upload their caste certificates if they belong to the SC, ST or OBC/MOBC category.
EWS Certificate: If the candidate belongs to the economically weaker section then he/she needs to upload a valid EWS certificate.
PWD: In the case of a PWD (Person with Disability) candidate, a disability certificate issued by the competent authority will be required.
Other: Candidates may require some additional documents as per their category.
Follow the steps written below to apply :
- Scroll down, and go to the Important Web-Links section.
- Click on the Online Employment Exchange Registration link.
- The official online exchange registration portal will be opened.
- Click on the “Register” button; Enter Full Name, Email Id, Mobile No., Password, and State, and Click Submit Button.
- Next, choose the Apply with AADHAAR option. (Selection to be made according to the candidate, if anyone wants to apply with adhaar select With Adhaar and if one wants to apply without Adhaar choose Without Adhaar)
- Login to the portal by providing the Login ID and OTP/Password.
- Now, fill in all the necessary information.
- Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
- After successfully submitting of application, an Employment Exchange Card will be issued to his/ her registered Email or you can directly download it from the website.
